The National Leaving Care Benchmarking Forum

The National Leaving Care Benchmarking Forum has existed since 2000. It is the only national network of local authorities on leaving care. Its aim is to benchmark services to young people leaving care with a view to promoting the development of good practice in member authorities.

There are currently 39 members, many of whom have been members since 2000. NLCAS provides co-ordination and support to participating local authorities. Feedback from them shows that:

  • The Forum provides valuable help in assisting local authorities to make significant progress in the implementation of the Children (Leaving Care) Act.
  • The sharing of information and experiences increases the efficiency of policy and service development necessary for the implementation of the Act.
  • The process of standards development contributes significantly to the development of local authorities' own standards and performance measures.
  • The process of benchmarking highlights the service areas and issues to be prioritised in future service development.
  • Regular meetings with fellow managers provides personal peer support and opportunities to debate difficult policy and practice issues.

What do members get?

Membership is available on two levels - Core and Network.  All members get:

  • Exclusive access to a complete set of leaving care Quality Standards that can be adopted for local use. In addition all Members will receive:
  • Access to the developed Service Standards and benchmarking methodology.
  • Assistance with taking part in Benchmarking processes.
  • Access to networking opportunities with other similar local authorities.
  • Access to e mail networks.
  • Regular mailings and policy and practice updates.
  • Discounts and preferential access to other services, conferences and events organised by the National Leaving Care Advisory Service.

In addition Core Members can attend four residential workshops a year.
